Automatic Outage: Radials older than 12 hours. Operator should investigate.

FLND files did not rsync to Rutgers and caused an outage. Rsync log confirmed that files were not transferred on time but did not provide any clue as to why. Files were created as normal on the site in realtime. When I ran rsync from the command line, it worked with no problems.
